He's been critical of Democrats' use of a legislative loophole called the Congressional Review Act, which gives Congress 60 legislative days to undo regulation. Democrats in the House and Senate are trying to use it to turn back a repeal of strict net neutrality rules adopted by the FCC in 2015.
