Microsoft released a new Windows 10 1809 cumulative update to Release Preview ring Insiders last night. Build 17763.404 is now out for the public bringing several bug fixes and improvements. There are also five known issues with the latest release.

Web browsers and Win32 applications that are connected to the Internet are not affected by this issue.
