The UK government's embattled Universal Credit programme hasn't delivered value for money and has caused some claimants hardship but is now so embedded there is no alternative but to plough on, the National Audit Office has said.

In a damning report published today, the spending watchdog questioned whether the disastrous programme, which has cost £1.9bn to date, would ever deliver value for money.
