SACRAMENTO — Federal prosecutors have charged a contractor with bribing a Caltrans contract manager who admitted to receiving under-the-table money and services exceeding $800,000, court records show.

William Opp was charged with one count of bid-rigging conspiracy and one count of bribery concerning programs that receive federal funds. Both crimes carry a maximum of 10 years in prison, court records show.
