BETHEL ISLAND — In a case one county official is calling the “most convoluted” he’s seen in his 20-year career, dozens of people are being evicted from a trailer park and marina in Contra Costa County after the power was shut off, the bathrooms were boarded up and the site was labeled a nuisance.

About 30 people live in RVs, trailers and boats at the rundown Anchor Marina, on the bank of a small tributary in the Sacramento–San Joaquin River Delta. People never should have been living there in the first place, as it didn’t have the proper permits, according to a county code enforcement manager. But that’s news to some residents who have leases and were paying rent.
