ALAMEDA — A mixed-use waterfront community with 589 apartments and townhouses has gotten the final OK from the City Council.
The site along the Oakland Estuary, known as the Encinal Terminals, has sat vacant for 12 years. The developer, Tim Lewis Communities, intends to create commercial space, along with a public kayak launch, a water shuttle landing and a marina, in addition to the housing. There will also be public access to the Bay Trail and the waterfront.
