By the end of January, Bay Area cities and counties were supposed to have completed plans for meeting their dramatically increased state-mandated homebuilding goals over the next eight years.

But most have blown the deadline — meaning they could soon miss out on crucial state funding and be forced to approve new housing projects much larger than local laws allow.
