SAN JOSE — A housing tower with hundreds of homes near San Jose’s Japantown and the city’s downtown area would be part of what is being described as a “transit village” in municipal documents.

The proposal includes a slew of parcels along North First Street near East Hedding Street, according to documents on file with San Jose city officials.
