After nearly two hours of contentious debate, Santa Clara City Council decided Tuesday night to hold several open meetings to discuss a scathing civil grand jury report that accused several council members of playing favorites with the San Francisco 49ers at the expense of residents.

Tuesday’s council meeting was the first since the release of the Oct. 10 report. And, in a 5-2 vote, the council members agreed to formulate a public response within the coming months, opting not to take any further action until that happens – including delaying a decision on Mayor Lisa Gillmor’s proposal for the council to accept the findings and seek the advice of an independent ethics commission as soon as possible.
