SAN JOSE — A state appeals court has ruled that San Jose city officials acted correctly in their approval of a lodging tower next to a historic hotel in the downtown district, dealing a blow to a preservationist group.

In a 3-0 ruling, a panel of the state Court of Appeal ruled in favor of the city of San Jose and denied a petition by the Preservation Action Council of San Jose that sought to force municipal officials to conduct a new environmental review of the proposed hotel highrise.
