It was almost a year after Tafhari Franklin moved into the red and teal house on Reed Street in downtown San Jose that he finally unpacked his belongings.

A formerly homeless veteran, Franklin eventually adapted to having a permanent address, giving him the stability to hold down a job and piece his life back together. But he noticed how few families lived in his new neighborhood, a consequence of decades of displacement as housing costs soared, and wondered if he too would one day be priced out.
