SAN JOSE — A concrete game plan has yet to emerge to rescue a historic downtown San Jose church — and a city official says the China-based owner of the church site seems increasingly unlikely to provide money for the effort.

The First Church of Christ Scientist building, a historic structure at 43 East St. James Street in San Jose, was supposed to have been the centerpiece of a grand double-tower residential complex crafted to breathe vibrancy into a prime section of the city’s downtown.
