SAN JOSE — A big residential complex — with all units slated to be affordable — could sprout on the site of a popular but long-shuttered restaurant in San Jose, according to new plans submitted to city officials.

The south San Jose housing development would consist of 270 units in a seven-story building, the proposal under review by city planners shows.
