SAN JOSE — A new affordable housing development with nearly 100 homes has been proposed for a site just south of downtown San Jose, city planning documents show.

The residential project would sprout at the corner of West Virginia Street and South Almaden Avenue, a few blocks south of Interstate 280 and the city’s downtown.
