COVID: Three Bay Area counties advance to red tier

Santa Clara, San Francisco and Napa are among seven California counties graduating from the state’s most-restrictive reopening stage Tuesday, paving the way for a return of indoor operations at restaurants, gyms and other currently outdoor-only businesses.

And with the virus in decline across the state, Gov. Gavin Newsom said another 12 counties appear “likely” to also move into the less restrictive of California’s color-coded system next week, indicating COVID-19’s prevalence has gone from being “widespread” to “substantial.”
