San Jose leaders have backed a proposal to temporarily require large grocers across the city to award employees with a $3-an-hour pay raise. But whether the city is able to put the ordinance in place — and join a growing wave of cities across the state looking to mandate hazard pay to grocery workers for their elevated risk of contracting COVID-19 at work — remains to be seen.

The San Jose City Council voted 6-3 Tuesday to order the city attorney to draft an ordinance that would compel corporate grocery stores, chain supermarkets and retail stores that sell groceries and employ at least 300 workers nationwide to provide workers with an additional $3 an hour on top of their regular wages. The council also asked city advisors to return to the council meeting next week with a report on the economic impact and potential legal challenges to such an ordinance.
