Wide-ranging blunders by the state’s labor agency opened the floodgates to billions of dollars in payments for fraudulent unemployment claims, the state auditor reported Thursday in a harsh new indictment of the embattled Employment Development Department.

The EDD paid out a head-spinning $10.4 billion in payments for fraudulent claims — mainly because the EDD failed to launch anti-fraud measures for months after the coronavirus erupted and triggered mammoth amounts of layoffs and unemployment filings, according to the new auditor’s report.
