As details trickle out about California’s new centralized COVID-19 vaccine program, at least one Bay Area county already is concerned that the plan will make it harder — not easier — to get shots to the people who need them.

The state has tapped Blue Shield of California to take over vaccine administration in an attempt to fix what has been a sluggish rollout hampered by delays, confusion, shifting policies and inaccurate data reporting. Whereas before, counties allocated vaccine doses to hospitals, medical centers and other sites as they saw fit, the Oakland-based, non-profit insurance provider soon will take over that role.
