SAN JOSE — Two long-empty properties in downtown San Jose that a developer once touted as the sites of dramatic new towers remain undeveloped, have turned shabby, and have stoked concerns about safety.

China-based Z & L Properties, which has a Bay Area office in Foster City, has floated long-standing proposals for highrises at the sites, but the properties have yet to be developed.
