SAN JOSE — A huge downtown San Jose project of office towers, restaurants, shops, and entertainment sites is moving towards reality with a wide-ranging public review of the potentially game-changing development.

The project is called the Orchard by its developers, an alliance of Westbank, a developer with a worldwide reach, and Gary Dillabough’s Urban Community, a local developer.
