FREMONT — A man who police called a suspect in a residential burglary remained atop a five-story building under construction Friday afternoon and was talking with crisis negotiators, police said.

At 3:30 p.m., the suspect was sitting down on the roof of the building and speaking with the negotiators, police spokeswoman Geneva Bosques said. Earlier, he had been walking around the roof, and he threw a fire extinguisher, gas cans and hammers at police, according to a police statement on social media.
