As parents wrestle with questions such as how young is too young for a smartphone, and research shows that children consume several hours of media a day, lawmakers and experts think it’s time for updated rules that reflect the reality of the internet age.

That’s why Sen. Ed Markey, D-Massachusetts, has teamed up with children’s and tech advocacy groups on the Kids Internet Design and Safety (KIDS) Act, which they are introducing Thursday at Common Sense’s Truth About Tech Conference in Washington, D.C.
