SAN JOSE — A grand jury has indicted four people, including a Santa Clara County Sheriff’s captain and campaign committee leader, in an alleged pay-to-play political favoritism with concealed-gun permits issued by the Sheriff’s Office, marking the first major announcement in an investigation that has been going on for more than a year.

In a news conference Friday, Santa Clara County District Attorney Jeff Rosen announced charges including conspiracy and bribery against Capt. James Jensen, sheriff campaign committee leader Christopher Schumb, attorney Harpaul Nahal and businessman Michael Nichols, capping a scandal involving longtime Sheriff Laurie Smith’s 2018 reelection campaign.
