As leaders across the country ramped up restrictions on Friday to match those begun in the Bay Area, officials here were still scrambling to define the best measures to slow the growing COVID-19 pandemic.
By the end of the weekend, nearly a fifth of Americans — those in California, New York, New Jersey, Illinois and Connecticut — are expected to be under orders to stay almost entirely indoors. The announcements from other states came just a day after Gov. Gavin Newsom put all of California under a sheltering order and four days after the Bay Area took the same step. Newsom warned of a worst-case-scenario 56% infection rate if actions like this were not taken.
