When Gov. Gavin Newsom announced Thursday he was ordering California’s nearly 40 million residents to stay home to block the spread of coronavirus, he described his executive order as a move to standardize similar measures in counties across the state.

That left Bay Area officials scrambling Friday to figure out what exactly the new directive means for their own local regulations.
