The Trump administration hadn't even moved into the White House, but already there was an immense fear building in the minds of government employees after the results of the election were in. "Why did you put a big blue Post-It note over your computer's camera?" I remember asking one of my colleagues at the Environmental Protection Agency (EPA). "I don't want them spying on me," my colleague retorted. I laughed, but my colleague looked back at me with a stern glare. I asked, bemused, "Do you really think they would hack into your computer to spy on you?"

My colleague paused, and then met my eyes and said, with a grave tone, "Yes." It was the first time I realized that there was an unhealthy level of fear in the government that was literally making staff paranoid. How can you possibly be productive or effective in a work environment like this?
