Its predecessor, Ground Zeroes, was offered previously, but The Phantom Pain is a far more substantial experience. While not the end of the Metal Gear series--there's still the upcoming Metal Gear Survive, at the very least--The Phantom Pain is the last game to feature the participation of Hideo Kojima, who created the franchise.
