SAN JOSE — Santa Clara County supervisors have appointed a Southern California-based company to serve as the civilian watchdog of county jails and law enforcement, a move spurred by the severe beating a mentally ill inmate.
The supervisors on Tuesday unanimously selected OIR Group to serve in an official capacity as the Office of Correction and Law Enforcement Monitoring, as part of a reform called for after three jail guards beat inmate Michael Tyree to death in 2015.
